The authors present the map and its analysis, with the findings illustrating how unintended consequences of EV-focussed transport policies may have an impact on air quality, human health and important social functions of the transport system. The authors conclude by considering how online participatory causal modelling techniques could be effectively integrated with empirical metrics to facilitate effective policy design and appraisal in the transport sector.https://www.mdpi.com/2073-4433/13/3/492Participatory systems mapping

BioAirnet participated in BioSkyNet (NERC) Launch Co-Creation Lab between 13th and 22nd July 2021. Combined Zoom workshops (Labs) held in synchronous time with activities that could be done asynchronously. This enabled people to contribute across different time zones and encouraged a process of reflection between the sessions. The process supported Network members to get to know each other by working closely together on a series of activities to scope out the vision for the Network projects. By the final session the Network had identified two potential projects and completed an action planning process that would move us from conversation to collaboration in action.

The authors present the map and its analysis, with the findings illustrating how unintended consequences of EV-focussed transport policies may have an impact on air quality, human health and important social functions of the transport system. The authors conclude by considering how online participatory causal modelling techniques could be effectively integrated with empirical metrics to facilitate effective policy design and appraisal in the transport sector.

Uncertainty and traceability testing on Air Quality sensorsMet OfficeNational Physical Laboratory - Tom GardinerPolicyJan-20NPL is an observer on AQUILA (Network of Reference Laboratories) which is establishing closer contacts with CEN (European Committee for Standardisation) TC 264 Working Groups (WGs), which relate to the standardisation of measurement methods for air pollutants as part of the revision of EU Air Quality Directives.

In particular it has contributed to WG 11 (Diffusive samplers), WG12 (Inorganic reference instruments and benzene) and WG42 (Air Quality Sensors). Highlights include WG11 completing “EN 17346:2020- Ambient air. Standard method for the determination of the concentration of ammonia using diffusive samplers, May 2020” and WG42 has published a Technical Specification for evaluating the performance of low-cost sensors measuring gaseous pollutants (CEN/TS 17660-1:2021).  The Clean Air project has provided field data associated with the use of protective shelters for discussion within the working group and its potential inclusion in an informative annex in the revised standard.

The new CEN Technical Specification (CEN/TS 17660-1: 2021) establishes an internationally-agreed basis for the performance requirements, and related test protocols, for gaseous air quality sensors in order to meet defined classes of measurement application. As such, they provide the baseline for the developers of new instrumentation and measurement technologies. They also provide a guide to air quality measurement data users in the levels of uncertainty that can be associated with the different measurement classes, and therefore the quality of the data being used as input to their use cases. It additionally allows for a less demanding evaluation of the performance of sensor systems for non-regulatory measurements. The TS defines common procedures and requirements for the evaluation of the performance of sensor systems to facilitate mutual recognition by the relevant regulatory bodies and other stakeholders across Europe, thereby minimising both administrative and cost burdens on manufacturers.

LCAT brings together climate information, adaptation options and health impact evidence to help users understand the health implications of climate change in their local area. Importantly, LCAT also generates recommendations of appropriate adaptation approaches, based on the best available evidence that will support the health and wellbeing of local people. Other examples of intended impact include feeding into the City of Bradford Metropolitan Council’s use of data analytics to provide information on the impacts of climate change and sustainability, and working with the Department for Education who are particularly interested in the role of schools from a context of climate change and sustainability.https://lcat.uk/Adaptation

DIMEX-UK: Data integration model for exposure modelling Met OfficeUniversity of Exeter - Matthew ThomasStakeholder engagementOct-22Based on the DIMEX model, meetings with the NERC Digital Solutions team (NERC Digital Solutions Hub Programme) have resulted in an agreement to develop a demonstrator Digital Twin project; built in a trusted environment for merging air quality and health data, using DIMEX as the analytics vehicle for delivering a data driven model of personal exposure. The pilot will be developed for Greater Manchester, connecting the shared community healthcare record with air quality data (modelled, historical and streaming measurements). It is intended that part of this programme of work will include scaling up the computational aspects of DIMEX, hosting it on a robust and sustainable cloud computing platform, and to exploit opportunities for integrating additional data sources. This activity draws together partners in the NHS, Met Office and national service providers. This includes enabling knowledge exchange with a number of stakeholders who wish to also use trusted environments for combining environmental and sensitive health data. This includes JISC who have, as part of the Digital Solutions programme, provided an opportunity to offer up to £160K of cloud compute credits to enable knowledge exchange during this process. http://www.digital-solutions.uk Uptake

Recent discussions were focussed on how to evaluate low cost sensor systems reporting PM10. Many such systems measure PM2.5 and then employ proprietary algorithms, which assume a certain particle distribution to estimate rather than measure PM10. The proposed solution included the use of a ‘PMcoarse’ test in the laboratory, and field tests where ‘PMcoarse’ is known to be present. Air Quality Data PortalMet OfficeMet Office - Tom WilsonTool Jun-23Developed a proof of concept Air Quality Data Portal with ESRI which is modelled on the Met Office Climate Data Portal. Users can view concentration data on a map and can be filtered to a user defined area. Data can be downloaded in a variety of formats. Have also developed a set of prototype apps which provide different ways of interacting with the air quality data. For example a UK County Explorer maps PM10 concentrations at a county level and shows a list of the most polluted cities. A timeseries app shows daily mean pollutant data for a variety of pollutants. It also visualises data from the MOASA flight. Also has a storymap app which provides background information on a pollutant, datasets and maps of that pollutant and regional analysis to identify hot spots. In this mode you can also compare against other datasets e.g. health data.

Next steps are to bring this to the status of an operationally accepted, externally visible Met Office system. Likely to be complete by end of 2023.

Clean Air Analysis Framework networks and ConsortiaMet OfficeNational Physical Laboratory - Tom GardinerNew KnowledgeDec-23A metrology case study comparing practical and theoretical uncertainties for diffusive NO2 measurements, including the impact of sensor design and mounting, has been completed and a scientific paper drafted which will be submitted for peer-review soon. The key conclusions from the study are that the design of the UUNN tubes has better performance than the PDT tubes, however the performance of PDT tubes can be improved by mounting in a shelter. These improvements are driven by the tube and shelter design reducing the effect of wind on the measurements, however, the results of the uncertainty assessment indicate that, while the effect of wind has been significantly reduced in the field, it has not been eliminated for either the UUNN tubes or sheltered PDT tubes.
Clean Air Analysis Framework networks and ConsortiaMet OfficeNational Physical Laboratory - Tom GardinerEngagementDec-23A technical workshop between the NPL Clean Air Programme team and the Support for National Air Pollution Control Strategies (SNAPCS) team was held at Imperial College in October 2023, aimed at identifying whether modelled and measured uncertainties can be linked in a useful way which improves our interpretation and/or communication of uncertainties, and to identify suitable case studies to demonstrate the value of any methods considered useful. The main outputs were that the NPL team would lead a Case Study on uncertainty propagation within the UK Integrated Assessment Model (UKIAM) while the SNAPCS team would lead a Case Study evaluating the potential significance of measurement uncertainties for a future scenario which is predicted by the UKIAM model to meet the population exposure reduction targets (PERT) and annual mean concentration targets (AMCT). Two potential further case studies were also identified covering the investigation of the different sources and relative contributions of uncertainty in cost-benefit analysis and a more detailed investigation of the uncertainties in road transport emissions.

Clean Air Analysis Framework networks and ConsortiaMet OfficeNational Physical Laboratory - Tom GardinerStakeholder EngagementDec-23The Publicly Available Specification (PAS) document on the selection, deployment and quality control of low-cost air quality sensor systems in outdoor ambient air has been officially published. The NPL team have been working with the Department for Environment, Food & Rural Affairs (Defra), the British Standards Institute (BSI) and a steering group of leading technical experts and stakeholders to write a code of practice on the selection, deployment, and quality control of low-cost air quality sensor systems. The PAS took 18 months to complete its development following scientific reviews and a public consultation, and the collaborative SPF Clean Air research on AQ sensors has fed into its content.

PAS-4023 was published on 20th December 2023 and provides advice to users employing low-cost sensor systems for ambient monitoring applications. This new technology is expected to enable outdoor air pollution to be measured with rapid response times ranging from a few tens of seconds to a few minutes, and with a higher spatial density than is possible with the current more expensive reference methods.

The code of practice is intended to be widely disseminated to users with varied levels of monitoring experience ranging from “citizen scientists” to Local Authorities performing screening assessments for planning applications and other Local Air Quality Management (LAQM) activities. For this reason, PAS-4023 can be downloaded at zero cost from the BSI website

Indoor Air Quality Emissions & Modelling SystemMet OfficeUniversity of Birmingham - Christian PfrangTool Sep-23A Chem-LES tool has been built designed to simulate chemical reactions occurring among different gases explictly and within an indoor environment. It has been built upon the Met Office in-house code Mul/flow3D, and incorporates a chemical modelling framework developed within WP2 and integrates gas and surface chemical reactions of key pollutants. A test case, incorporating both surface and gas chemical reactions in a room has been simulated and successfully demonstrates the generation of a second pollutant after the chemical reaction occurs upon O3 coming into contact with squalene on a surface.

Next steps are for the tool to be used to identify key pollutants and chemical reactions in common indoor scenarios, including offices, kitchens, schools, and hospitals. The datasets created will be used to investigate the influence of key features such as ventilation systems, temperature, filters, etc.
